Greater Noida Industrial Development Authority (GNIDA) assigned a project of Preparation of Development Plan and Development Policies for the GNIDA Expansion, including the formulation of policies on the following, such as

to Association of Municipalities and Development Authorities (AMDA), New Delhi
OBJECTIVES OF THE PLAN
- To curb speculative land dealings in the Development Authority area in order to prevent unplanned and haphazard growth.
- To promote planned development integrated with industrial development for achieving the NCR plan objective of dispersal of population and economic activities outside Delhi.
- To provide for low density development with regional level institutional and recreational activities aiming to serve the entire region.
- To facilitate the emergence of these industrial centres with ample employment and work opportunities at a place suited for such activities and provide the workers a conducive environment for work and enjoyment of good quality of life.
SCOPE OF WORK
- Preparation of a Development Plan for the GNIDA by 2031 comprising of committed and new growth in coordination with adjoining Developing Authorities of the NCR sub-region of U.P.;
- Formulation and review of policy in coordination with NCRPB as regards to abadi settlement, informal sector, granting of permission under clause 143 of UPZALR Act, green buffer, spot zoning;
- 5-year programmed plan ??? 2010-16 for phased implementation and committed budgets;
- Review of existing Development Plan 2021 and forward and backward integration with expansion plan;
- Additional population sanction from NCRPB.
- To coordinate with NCRPB, New Delhi and NCRPB of Cell of UP Sub-region, Ghaziabad and to formulate the policy and programme for preparation of the Development Plan of Greater Noida Extension area so that it is in line with NCR plan.
- To coordinate with GNIDA in updating the data base as regards the base map, demographic features, land use, economic activities in the form of industries, commercial establishments, institutions, abadi settlements and encroachments, traffic and transportation network, environmental status, hazards, hydrological, sub- soil and other geo- morphological characters and physiographic features.
- Preparation of Development Plan of GNIDA Extension area and forward and backward integration with the existing Plan.
- Preparation of Traffic and Transportation Plan with regional linkages
- Preparation of Infrastructure Plan as regards to water supply, drainage, solid waste management, sewerage and power.
- Formulation of Spot Zoning Policy.
- To review Abadi planning for 6% Abadi plots and integrate with sector plans.
- To formulate strategy to remove and control encroachment.
- A conceptual regional landscape structure.
- To assist in formulation of capital budget.
- Study of existing Building Byelaws and changes therein.
- EIA of the area.
